Bush makes it 110% likely that he was smoking a cigarette when this family Christmas portrait was taken (probably when his father was Nixon’s Ambassador to the United Nations) — and that his parents a) would not stop him and b) would then send the photo to their pholitical supporters showing their eldest to be the lout that he is.
Remember, this is the son who was asked during an interview at the 1988 GOP convention where his father was being nominated to be President of the United States, what he and the then-vice president talked about when they were alone. George Jr. answered, “Pussy.”

Get a grip! Cigarettes are legal and in the 1970s were considered “cool”. It really doesn’t matter what you personally think about that. The man has so many other problems that are affecting us all that I really can’t believe you would waste time on such a totally unimportant trifle.
